“Twenty Years After – what did we expect and what has been achieved?” International seminar on the housing and urban aspects of the transition Metropolitan Research Institute Budapest 5 December, 2009
Twenty years passed since socialism collapsed and the transition towards capitalism begun in the East-Central European countries. The general direction of changes was given, however, the details were unknown. What will happen with housing systems, dominated by state control but underfinanced as a consequence of financial shortages, when state subsidies and regulations are withdrawn? What will happen with cities, run by ideological considerations, neglecting the rules of demand and supply, when these considerations are lifted? Twenty years ago these questions raised big interest among housing and urban researchers across the world. The quick change from one societal system into the opposite was unprecedented. Politicians wanted to get immediate and practical advices. Researchers wanted to get closer to the dynamic processes to understand and conceptualize the changes. Metropolitan Research Institute was founded twenty years ago, some months before the turbulent changes. However, the founders started the work, to explore the changes, much earlier, with international contacts and two large conferences in Noszvaj in 1988 and 1989. The seminar aims to look back on these years. What were the ideas and expectations about the changes, based on some Western experiences and on some ideological pre-assumptions? How can the radical restructuring of the post-socialist housing systems and the post-socialist cities evaluated in the light of the original ideas? The seminar will start with the discussion of the housing changes. After the introductory presentation of József Hegedüs many of those researchers will contribute who personally worked in the transition countries and had different ideas regarding the direction and pace of changes. The second part of the seminar will deal with the urban changes. The introductory presentation will be given by Iván Tosics, also followed by international scholars who studied the changes in situ and raised different ideas and concepts about the future development of the cities. The organizers of the seminar invite everyone who is interested in the post-factum evaluation of the original ideas and of the changes which finally happened in the real life. In each case, the contributions of the panel members will be followed by open discussions with the floor. Participants are invited to prepare a short paper in the topic of their panel discussion, which will be considered for publication in a special issue of an European journal. The participation in the seminar is free, however, registration is required, if possible, before the end of October. The venue of the seminar is a community centre in one of the most interesting, recently restructuring urban renewal areas of Budapest.

After the political turn in the socialist countries in the East and Central European Region, the state had to “withdraw” from the housing sector, which resulted to the end of the East-European Housing Model. The second round of
panel discussions deals with the dilemmas of the post-socialist urban
transformation. The participants of the panels have very different backgrounds
(ranging from international development organizations through east-central
European institutions till Hungarian experts) with one joint attributum: all of
them participated actively in the last two decades in the shaping of urban

The panel debates will be organized in a moderated form
(moderated by Iván Tosics), concentrated around the following questions:
What was the
situation at the end of socialist period, what was known about tendencies in
cities of the west European countries and what expectations emerged for
post-socialist policies?
What happened in
reality in the transition period: how were alternative policies debated and
decided, what kind of market processes were dominating, how did policies and
processes influence each other?
How can the
changes in the transition period be evaluated, especially from the perspectives
of urban development dynamism, environmental aspects and the principle of social
equality?
What can be the
forecast for the next twenty years: will the post-socialist countries show
similar development and resemble one of the different European models (which
one?) or will they start to diverge from each other?
Starting from 19.00, the seminar was followed by the unforgettable 20th
anniversary celebration of Metropolitan Research Institute, to which all
seminar participants were invited.
